He's fine on the ball. He isn't elite on the ball, but nothing shows "poor BBIQ."It should be obvious. I don't think he makes good decisions with the ball. He over dribbles and takes too much time to get into actions. He doesn't make reads well on the fly. He takes unnecessarily difficult and/or low percentage looks. His defensive awareness is poor, although that might just be an effort thing.

He makes plenty of reads well on the fly. He's not a great pure PG by any means. He does makes the pass that leads to the assist plenty.
The best offensive players are often asked to take those tough shots and dribble out situations. Knocking him for it is silly.
Your description is more "inconsistent PG" than poor BBIQ.
