So you'd let your daughter dress like this?

Is there a reason one of my two daughters should not dress that way?

Top is open to much and skirt is to short. Having said that, once they are an adult and on their own they can dress any damn way they want.
 
Speaking of which, I took my daughter to Magic Mountain on Saturday. Was not shocked by what girls were wearing, just saddened. The worst part is that the tweeners are with their parents who let them wear barely a thing.

The only one I can think of is if they're consistently in an environment with males who cannot control their sexual impulses, thus feeling in physical danger. Style judgements are completely arbitrary and meaningless.

From what I can tell, if you are in an environment with males who can not control their sexual impulses, it makes no difference if the female wears a mini-skirt or a burka.
 
Which ages? I regularly see babies/toddlers in short skirts, to make diaper changing easier. Very few people seem concerned by it.

There is a big deference between modesty for a infant and an adult. What is modest is up to personal interpretation of course.

The clothing in the pic you posted is designed for one thing, to get attention. One could argue wether the gotten attention is good or bad.

Personally I hope my girls don't dress like that but once they are on their own they can dress how they want.

....good points! The way you dress tells something about you. The way we dress can link us up with certain classes of persons, even though we may not practice what they practice or believe what they believe. People assume that we at least sympathize with the class of persons who dress that way. Can we blame them?
Manner of dress distinguishes not only policemen, firemen or nurses....it also distinguishes people whose occupation is dishonorable. Today prostitutes seldom wear shawls or veils. However, their very revealing, suggestive clothing now points even more plainly to the profession they practice. Among men, those who favor revolt or radical political action have also worn distinctive styles, and so do some homosexuals.
