There's a disconnect. You're talking "over the past 2 decades". They aren't. I think most BYU fans would completely agree with you that BYU has not outperformed Utah over the past 2 decades.
But why 2 decades? Why not 4 decades? In the 20 years just prior to the past 2 decades, BYU went 18-2 against Utah. https://en.wikipedia.org/wiki/Holy_War_(Utah_vs._BYU). Ouch. I think it's pretty clear that BYU has outperformed Utah over the past 4 decades.
Or why go back 4 decades? Why not just talk about this year? I think a case could certainly be made that BYU will be head and shoulders above Utah this year. sadly they don't play each other, so we won't really know.
BYU has just played who on paper looked like their toughest opponent this season. Utah hasn't even come close to doing that. They've got a tremendously hard schedule still ahead. It's natural that BYU fans would be way more optimistic. BYU could very well go undefeated. Is it likely? I wouldn't put even money on it... but I think ESPN's forecast of a 20% chance (or something like that) seems about right. Of course, as nearly all BYU fans here have said, any talk of making the 4-team playoffs this season is ridiculous.

If go all the way back, Utah is a significantly better program. Did you know Utah won the game 70% of the time before LaVell and has won the game 70% of the time since LaVell retired?
