Back in the days the ball had to hit rim in the NBA, but only had to be a legitimate shot attempt in FIBA, but that might have changed, of course. I don't really think this is a legit shot attempt, but I agree that it's fun and unique and don't really mind the non-call.

The problem is that with 4 or 5 top picks up for grabs, your chance isn't 5%, but closer to 20%. Also a flat lottery would be 6.66% per team, so not so different from 5%.
