In response to OP:
It is hard to say. Seeing as Ty unfortunately revolves our entire offense around him, Id say that Jefferson is our best player. If the same treatment was given to Sap, I think the same could be said about him. So its basically between the two of them, with Millsap being the better team player, better defender, all at a much lower salary.
