King Cy in MS?

Driving on I-10 yesterday and somewhere just outside of Gulfport, MS, there's an overpass that had "King Cy" written on it. Wasn't Cy living in MS or AL? Is this a reference to something else or is he down there defacing property with his JazzFanz handle?
