OK, as promised a few weeks ago, I'm posting a summary of roster moves (free agency, trades, etc.) by the teams that had 43 or fewer wins last season (plus the Lakers). These are teams that may "tank" or, in the case of the Western Conference, have pretty good records but still miss the playoffs. There are still a few moves to be made (QO's, unsigned FA's), but most rosters are fairly solidified. I'll update the teams as changes happen.

Please PM me if you notice any errors. There was so much movement, I'm sure I made a few mistakes.

Also, please note the numbers in parentheses are last season's wins, NOT a prediction for 2013-14.

If the NBA were fair, they'd just take two teams from the West and add them to the six legitimate EC playoff teams. But it's not and 2 bad teams are going to get the shaft as the final two playoff seeds (and fall out of the lottery).

Toronto finished strong last season, making them a strong contender to replace Boston as the 7th seed. As for the final spot, 30 wins might do it in a terrible EC. Bucks signed decent replacements for the FA's they lost. Pistons should be in that range.

The non-playoff teams in the East could easily finish 1-7 in terms of worst records in the NBA. In my mind, only two questions remain:
1. Will Philadelphia smash their own record of 9-73 set in '72-'73 and go down as the worst team in the 82-game era?
2. Will the non-playoff teams win games against anyone except each other?

We all want Golden State's record last season to have just been a fluke and for them to fall back to earth. Don't think that happens, but we can hope, so I'll list them as "likely" vs. "lock."
Denver won 57 games but lost Iggy, Brewer and Coach Karl, In a strong WC, they could fall to the 8th seed or even out of the playoffs.
I don't see the Lakers getting in with Kobe coming back from injury, Howard and MWP gone, and a weak bench. Portland is my pick to replace them in the playoffs.

Just opposite from the EC, the West will have a number of pretty good teams knocking on the door, but falling just short:
1. The Pelicans (wow, it's weird saying that) improved substantially. Dallas' Plan B was ok after striking out on Howard. Sacramento and Minnesota should be much better.
2. Phoenix and Utah might surprise. The Sun's roster has many solid, but not spectacular players. Weak bench for the Jazz, but maybe the youngsters break out.

I think if the Jazz can land the 5th or 6th worst spot in the standings, I think they have a strong chance to win the lottery. We don't have to be the worst to win it.
 
The 43 wins were what we had last season. He is not projecting wins for this coming season.

There's nothing strong about 6%.
Since 1990, teams that finished the season with the 5th worst record and above (6th, 7th, etc) won the #1 pick an amazing 11 times in 24 seasons, thats 46%. That's pretty good "historical" odds I'd take...

Nope. Too many really good teams. Miami may not even be the EC favorite anymore. What is missing from both conferences is the "middle-class" (mid-40's in terms of wins). IMO, only Golden State, Denver and Atlanta are in that mid-tier playoff group. Portland is trying to get there, as is New Orleans. Denver likely falls into that range, but the Lakers slide all the way out.

Thanks mdalby for responding to Hantlers post re: win totals. They ARE from last season. I included them as a reference, not a projection.

Since 1990, teams that finished the season with the 5th worst record and above (6th, 7th, etc) won the #1 pick an amazing 11 times in 24 seasons, thats 46%. That's pretty good "historical" odds I'd take...

Following that logic, if you flip a coin five times and get five heads, the odds of getting heads on the sixth flip is higher than 50%.

You are basically saying that the ping pong balls have memory and will not be random.

The only way I would agree is if the lottery is fixed.
