If the NBA were fair, they'd just take two teams from the West and add them to the six legitimate EC playoff teams. But it's not and 2 bad teams are going to get the shaft as the final two playoff seeds (and fall out of the lottery).
Toronto finished strong last season, making them a strong contender to replace Boston as the 7th seed. As for the final spot, 30 wins might do it in a terrible EC. Bucks signed decent replacements for the FA's they lost. Pistons should be in that range.
The non-playoff teams in the East could easily finish 1-7 in terms of worst records in the NBA. In my mind, only two questions remain:
1. Will Philadelphia smash their own record of 9-73 set in '72-'73 and go down as the worst team in the 82-game era?
2. Will the non-playoff teams win games against anyone except each other?

We all want Golden State's record last season to have just been a fluke and for them to fall back to earth. Don't think that happens, but we can hope, so I'll list them as "likely" vs. "lock."
Denver won 57 games but lost Iggy, Brewer and Coach Karl, In a strong WC, they could fall to the 8th seed or even out of the playoffs.
I don't see the Lakers getting in with Kobe coming back from injury, Howard and MWP gone, and a weak bench. Portland is my pick to replace them in the playoffs.
Just opposite from the EC, the West will have a number of pretty good teams knocking on the door, but falling just short:
1. The Pelicans (wow, it's weird saying that) improved substantially. Dallas' Plan B was ok after striking out on Howard. Sacramento and Minnesota should be much better.
2. Phoenix and Utah might surprise. The Sun's roster has many solid, but not spectacular players. Weak bench for the Jazz, but maybe the youngsters break out.
