I love The Joey. He's got on of the ugliest shots in the league but got damn if it doesn't go in!
 
Was watching the Clippers the other night and he reminds me of Hedo Turkoglu. Kind of a slow goofy guy that can shoot really well, can pass and run an offense, and also surprise you around the basket.

That's what I thought as well - but ESPN lists him as restricted.

Yeah, I was looking at Hoopshype and they didn't show a QO for next year. Just checked another site that did show the QO, and I did a little reading of LC's faq, which suggests he will indeed be restricted. I'm pretty sure this was changed with the new CBA, but it certainly appears that you and stitches are correct.

Yes, I read through the salary cap faq as well and it appears to say that all second round picks are restricted once their initial contracts are up.

He was never drafted though, no? I thought he was signed as an undrafted FA by the Clippers and then waived, only to be picked up by Utah. Haven't spent a lot of time reading, but I did find this.
Restricted free agency exists only on a limited basis. It is allowed following the fourth year of rookie "scale" contracts for first round draft picks (see question number 49). It is also allowed for all veteran free agents who have been in the league three or fewer seasons.
