In the end, I think it was Hayward's relationship with Stevens that was the deciding factor. Allowing CHA to cause him to receive the opt-out was obviously a factor but, as great as QS is, IMO DL's biggest mistake to date is not hiring BS (not to take away from everything QS has accomplished)...
