Ulrich hasn't played in a competitive environment. That is a huge risk, but he has signs of all the tools. Not one by itself is elite but put them all together he does have chance to be a high end player. You have to use your imagination in this draft and the youngest player developing...
I would pick up Ulrich with the second rounder. Give him a year or two to develop. Same logic with Cody Williams, need time to develop play all the rookies so that the Jazz aren't winning next year.
