How to Ten Day Contracts Work This Year?

I see the Lakers signed a guy to a 10 day contract. Can anyone in the DLeague including those guys on two way contracts be signed or is it just players earning the DLeague poverty wage ($16 to $26,000 annually.)?
 
Players on 2-way contracts cannot be signed to 10-day contracts or called up to the NBA by other teams; their rights are owned by the teams who signed them to the 2-way deals. So the 2-ways can essentially backfire for some players. They may earn less or miss a chance to get an NBA contract because they're "stuck" with one team.

It will be interesting to see how many 10-day contracts are used this year. I imagine the number is cut significantly over past years. The best players in the GLeague likely have their rights already owned by an NBA team.
 
I saw on the transactions that the Bucks waived Joel Bolomboy. Does that mean the Jazz could pick him up on a 10 day? I see he is still playing for their DLeague team and I'm assuming as a non two way player.
