NBA - salary trick

Is that allowed under NBA salary rules:
1. Team hires a desired player to play for team for a pretty low price, lets say 1 million instead of a 10 million.
2. Either the owner or team hires the wife or other family member as what-ever-job (for example, IT support, accounting etc) or buys services for a high price a la 10 million instead of a 100 000.
3. Win-win for the family, but other owners might not like it.

I assume that the Joe Smith case was not constructed that way, because it seems that if NBA is against that - then it goes against other state laws or even constitution. Specially if it is a service or product i.e buying a used computer for lot of money from the player's wife.
