The geopolitical landscape has changed quite a bit since five years ago hasn't it? China, Russia, Saudi Arabia, The Phillipines, Turkey, Egypt, USA, etc.
From the AP news...
"Duterte has strenuously defended the violence and boasted of participating himself.
Late last year, he bragged that he personally pulled the trigger and killed three people years ago while serving as mayor of Davao City. And last week, while in Vietnam for an international summit, he said he took his first life years earlier.
"When I was a teenager, I had been in and out of jail, rumble here and there," Duterte said during a speech in Danang, where he briefly crossed paths with Trump on the sidelines of an international summit. "At the age of 16, I already killed someone."
He claimed he fatally stabbed the person "just over a look." His spokesman later tried to downplay the comment, saying, "I think it was in jest."
Trump has shown little interest in pressuring Duterte to rein in the violence, instead saluting him during a May phone call.
"I just wanted to congratulate you because I am hearing of the unbelievable job on the drug problem," Trump told Duterte, according to a transcript of the conversation that later leaked. "Many countries have the problem, we have a problem, but what a great job you are doing and I just wanted to call and tell you that."

Xi Jinping
"Since assuming power, Xi has introduced far-ranging measures to enforce party discipline and to ensure internal unity. His signature anti-corruption campaign led to the downfall of prominent incumbent and retired officials.[8] Xi has tightened restrictions over civil society and ideological discourse, advocating internet censorship in China as the concept of "internet sovereignty".[9][10] Xi has called for further market economic reforms, for governing according to the law and for strengthening legal institutions, with an emphasis on individual and national aspirations under the slogan "Chinese Dream".[11] Xi has also championed a more assertive foreign policy, particularly with regard to China–Japan relations, China's claims in the South China Sea, and its role as a leading advocate of free trade and globalization. The credo of his foreign policy is 中國特色大國外交 (Zhongguo tese de daguo waijiao, or "great-power diplomacy with Chinese characteristics").[12] He has also sought to expand China's Eurasian influence through the One Belt One Road Initiative.[8]
Considered the central figure of the People's Republic's fifth generation of leadership,[13] Xi has significantly centralized institutional power by taking on a wide range of leadership positions, including chairing the newly formed National Security Commission, as well as new steering committees on economic and social reforms, military reform, and the Internet. “Xi Jinping has been nicknamed ‘the Chairman of Everything’. Of the eight best-known and most influential leading groups, he is chair of four[;] […] these four are also the most wide-ranging in jurisdiction."[14] Xi’s political thoughts have been added to the constitution as Xi Jinping Thought,[15] and published as a free mobile app.[16][17] Xi has had a cult of personality constructed around himself[18][19] "with books, cartoons, pop songs and even dance routines".[20] In 2014 Xi was top in a poll for "The World’s Most Popular Leader".[21][22]"
He has been named as "The World’s Most Powerful Man", "China's strongest leader since Chairman Mao Zedong",[23][24][25][26][27] and the "new strongman".[28][29]
