Keep the tax, but have a hard cap above it. Also, allow teams to franchise tag players (one or two allowed at a time) - the player would get extra money but can't sign with another team. The franchise tag is good for only one player per year - once the tag is used a player can option out as soon as the tag is not used on them again.
 
Salary Cap $102
Luxury Tax $124
Hard Cap $134 (always $10 above luxury)
Only minimum contracts allowed if above tax

I dunno if that's enough. Good players can always take less $$$ to play together in a big market and recoup the money they lost from sponsorship deals.

They should also eliminate max contracts and just open it up to the highest bidder.

That will really give smaller markets an equal footing.

LOL They installed max contracts to keep the Lakers, Knicks, Chicago, and Boston from buying championships ala the 80's. Max contracts are supposed to allow small market teams room to compete.

I don't know why everyone is so upset. It's only for one year and Golden State is favored to win next year anyway.

You need a combination of no Max contract and Hard Cap.

How you gonna buy a championship when all you can spend is $120m for example?
