Does this happen in places where local politicians are traditionally Dem and Black? Is it simply bad management? Or is it done where some local corrupt ballot box stuffing operation is voting everyone dead or alive as 120% turnout solidly creating a Tsunami for the Blue?

I know a little now about the San Francisco area, Oakland, SF and SJ. If the voting results are over 75% Dem it would seem to me to be indicative of systematic fraud. Utah Mormons are perhaps the most cohesive voters as Republicans, but I live in the extreme Dem area. We don't get 75% anything. Mitt, a nice globalist with solid Mo creds, will get 72.

Realistically, this is likely bad management, and by afternoon there will be some local media covering the story, with some bureaucratic effort to resolve the issue in the bright lights of local TV crew wagons.

all speculation and partisanship aside, I would be very interested in actual facts you can offer.

The under-staffing and under-support of black wards happens particularly in less liberal cities and states. It's a combination of resource allocation (older machinery and rarer maintenance) and lack of volunteers. As for"bad management", I suppose that depends on the management goals.
 
"bad management" in my book would be management with special goals of their own... purposed management beyond those of the eligible voters.
 
As far as Brooklyn is concerned you can thank the infamous NYC Board of Elections - which is overflowing with incompetence and nepotism. They actually have equal representation laws in NYC for these types agencies - to make sure the Board isn't slanted to the left or to the right - so I doubt it has anything to do with voter suppression.

But the board is made up of NYC power broker's friends and cousins - it's a complete joke.
 
So this is happening in the state where the sitting election commissioner is a white guy running for governor against the black woman, right? Nothing wrong with this picture at all.

And Republicans are concerned about fake voter ids?
