The Republicans drew congressional boundaries that give them the highest chances of getting the most Republican representatives. You may not like it but political affiliation is not protected by the 14th Amendment or the Civil Right Act which prohibits discrimination on the basis of race, color, religion, sex or national origin. This decision imposes a racial litmus test on representatives. The Federal government is forcing changes on how states conduct their elections, a power which the US Constitution explicitly grants to the states, so the Federal government can choose the race of the representatives. This decision codifies Federal discrimination on the basis of race and color. The only people who should be cheering this decision are bigots who still hold the belief the color of your skin means something more than the size of your feet or any other genetic characteristic.

The latter. In American politics, anything before about 90-days to the primary vote is considered "silly season". It is when the nuts come out to play. At around the 90-day mark the two political parties start heavily funding the candidates they intend to win the nomination and the nuts wither away. It is supposed to be a display of how open-to-all-comers our system is while making sure the power of the two political parties isn't actually challenged.
