Not literally of course, but the guy has averaged 4.5PPG so far, and can't work his keister off the bench.
He is getting lie 8-10 minutes per game.

Lithuania playing small ball with no center most of the time aka GSW in 2007. It is not like he needs to beat some stiff center for minutes, they just don't play any.. Even then he outscored Chandler in game vs USA 4 to 1.

If Valanciunas was one of Lithuania's best players, they would tailor the offense around him, as opposed to playing "small-ball".
Lithuania choosing to not involve Valanciunas at all in their offensive schemes goes to show how little faith their coaching staff has in Jonas in this stage of his career.

It is not the reason. No coach in Europe and probably world is going to tailor offense around 20 year old unless it is Lebron James. LT team is full of veterans and Jonas is youngest on the team. In most European teams ( Last year Turkey was good example, remember how many minutes and what kind of role Kanter had despite being best post player on that team? ) youngsters play limited minutes not because they are less talented but simply because they are young.
Sure, not every talented 20 year old will have an offense tailored around him, but you and I both know that he would still be deserving of much more minutes if he was half as effective at this point in time as you said he was. Kanter got playing time. Doesn't matter if they play small-ball. If the US had Dwight Howard, he wouldn't be playing 8MPG just because Coach K likes "small ball"
