Not in the slightest. They don't own their pick, they do have talent, and lotto teams that do own their pick will likely be looking to move talent(think Chicago sans Rose).

Besides that, IMO the Jazz's success doesn't rely on having the worst record in the league, and I don't expect they will when it's all said and done. Some guys will grow into their roles (others may not), the schedule will get easier and I'll be shocked if the Jazz finished last.
