Simply put, with schedule analysis as I have done, the front office would likely conclude Boston, LA and Sacramento are in better tanking position than Utah. Jazz have the most "winnable" games at home (i.e. games against fellow tankers or the next tier up, which is teams like Charlotte and Atlanta). Utah should win 5 more home games (at least).
