He's not there yet. A good defender like Butler was able to shut him down completely. Bron, Durant, Melo, and George are 4 SFs who can never be shut down.

Dude, George has been shutdown on offense a lot. He isn't that good at offense, he has a lot of off games on that end.

Paul George shot 37% from the field in the month of March last year, that is 18 games. Only got to the line 6 time a game too, so it's not like he was dominating the FT line.
