Somehow the Jazz have the best player in Europe listing the Jazz as one of his top choices but people think it's impossible for the Jazz to get a lottery prospect under this rule proposal? Might it be unlikely? Sure, but the key thing to remember: Its more likely under this system than the current one that punishes teams for being as good as the Jazz but not as great as super-teams.
Simple fix there, not perfect, reward the by best non playoff qualifying record and go in order from best record on down. Forces teams not to tank, at least until the last few weeks. Likely prevents what the Spurs did to get TD from happening.

I think a smart GM would do what they could, within reason, to get the rules to change in their favor if they saw an opportunity.Smart GMs aren't complaining about the system and demanding changes. The smart ones are the ones who make it work to their advantage. After Utah traded Deron, KOC could have set the team up for not only a quick rebuild, but a STACKED rebuild similar to what Ainge has done. It just takes the guts to trade away certain players while they still have value. You target teams with owners who are desperate to compete immediately and you can build a team that will compete for a decade or longer.
KOC made the first move correctly in trading away Deron, but then for whatever reason, be it ownership direction or just a not having the cojones to pull something controversial, he completely botched what could have been a grand slam by not selling Alsap at the right time.
