The lottery is complete (as is the draft) prior to free agency. My post was pointing out that its a good thing that the draft stuff will be wrapped up prior to free agency. Therefore the jazz will know who they already draft and can make free agency decisions with that knowledge.

That's unlikely. Toronto just happened to have recently a stretch of games against the best teams in the league and racked up losses. But now it is over and will start winning again. The Jazz will finish in the 3rd or 4th place.I think we end up around the 5th spot when the season ends.
