How do tie breakers work in the lottery? Coin flip, or do they average the odds out?

If we're ending up flipping a coin with Washington that is disaster territory, we're flipping for 5th or 6th since we tied for last and both got jumped by 4 teams. If you look at the algorithm, the first question is, “is one of the teams the Utah Jazz?” If yes, the other team gets it. I know there's like a 25% of that if we end up in that scenario but thinking about this just made me sad
