A few NBA rules I am a moran about

I was thinking about the hand check fouls and how I hate them so I wanted to know the specifics. Fortunately for me the NBA has provided a little post called "Explaining the NBA’s Most Misunderstood Rules." Here are a few things I didn't know before:

Substitutions: During a full timeout all players may be substituted for. During a 20-second timeout, only one player may be replaced by the team calling the timeout. Only then can the other team make a substitution. If the calling team does not replace one player, the opponent may not make a substitution. All players may be removed if the 20- second timeout is called in the last two minutes of the fourth period or last two minutes of overtime. Once a player enters the game he must remain in the game until the ball is legally touched, a foul is committed, there is a change of possession, or for administration of the blood rule.

I didn't know the type of time out dictated the substitution rules this way, the 20-sec rule especially.

Traveling: To start a dribble, the ball must be released from a player’s hand before his pivot foot leaves the floor or he has committed a traveling violation.

So this is the European shuffle. I thought they had to actually take a step before dribbling in order for the violation to be called.
 
There must be a rule that refs are supposed to flip a coin calling the charge , because they never get the call right more then half the time.

I'm not following you. They're saying you don't have to wait for the ball to hit the ground before picking up your pivot foot. Changing to waiting for the ball to hit the ground or later would make watching catch-and-shoot, etc. impossible.
