Nobody knows what really happens in the negotiation process. I doubt the Jazz misjudged the market for Hayward and I suspect that knew there was a pretty good chance when the summer rolled around that he would get offered close to or at the max.
Furthermore, don't underestimate the fact that Hayward was not a fan of Corbin's. I suspect Hayward had zero intention of extending early until Corbin's fate was decided.
