He struck me as having the skin coloration and features that, today, get interpreted as being white. However, I have not met him in person. Perhaps I have not seen the correct pictures.

I can't find a single picture where he doesn't look latino.
 
No, they are not seen nor treated as white. 100 years ago, the Irish and Italians weren't white, either.

In the 1840's and 50's, "Irish need not apply" signs were common in the states where job openings were concerned. But by the late 19th century, the Irish controlled politics in many large American cities, including New York.
