cool story. My grandfather rode a horse from SD to Tijuana in his youth. He didn't even know what a passport was. Now... what's our point?

The rules changed in 2009. The changes were recommended by the 9/11 Commission. Now the rules for Mexican border towns are:

"Requirements for Travelers Staying in the "Border Zone"
United States citizens do not need tourist visas if they enter Mexico by land and stay in a "border zone" ("frontera") area for less than 72 hours. This zone encompasses an area approximately 20 to 30 kilometers into Mexico from the U.S. border. Officially, a passport is not required to enter the border zone from the United States, but you'll need one to reenter the United States."
 
For anyone interested, I am a reverse coyote, taking people into Mexico without a passport, using the same routes they use to smuggle people into America.
