True, a higher payroll doesn't guarantee a championship, but it does improve a teams chances dramatically. These higher-salaried teams, baring injuries, are much more likely to make the playoffs over a longer time span than a lower salaried team. Not only is a hard cap needed to help level the playing field, but if a FA previously had signed a big contract with a team, they should be REQUIRED to take an equal or bigger contract to sign with another team. And existing contracts should be locked; no "re-structuring" to take less $$$ to let a FA fit under the cap should be allowed either. I like free agency, but I think in the NBA it's gotten way out of hand...
