I like the way you think. Mills would be a great fit.
What's gotten into Royce? He's like a different player.
Sure, but he is a bit overpaid for a backup PG.

I think it'd be great for both sides. Mills gets to go to a contending team and Pop likes the Jazz organisation so he wouldn't mind helping them over say the Lakers for example, and he would clearly help the Jazz bench with his shooting, vet leadership, secondary playmaking, etc.
Exum gets to go to the one franchise that could fix his busted shot with Chip Engelland there and he instantly becomes the 2nd most athletic player on their team behind DeRozan so he'll probably get to play a bit.

He's expiring so it doesn't hurt the Jazz' cap space going into the next offseason and they can re-sign him for cheaper if they want.

He's got 2 years left on his deal after this year.
His contract actually doesn't expire until 2021.
