This is the truth. They would split all the combos for 3rd,4th,5th, and 6th equally. after the first 3 picks are chosen then coin flip.

The order is chosen before the lottery since the amount of combinations doesn't divide evenly. Two of the teams would get one extra number and those two would be slotted ahead of the other two.
