Has it been decided if the teams are supposed to be evaluated by saying players are playing at their peak, or if it is a matter of cumulative career prowess, or something in between?

(I vote peak, because it could lead to some super fierce arguments.)
(Also, I assume Sabonis years outside the NBA don't count, or do they?)
