After shooting 21% the year before, he had a 1 season "outlier" and then the following year shot 27%. A one year blip is not going to change how someone is utilized. You're going to cringe for at least 1/2 the season before thinking, hey maybe this guy has improved. Then you look at his stats at the end of the year and decide to give him the green light from day 1 of the next season...and he rewards you by dropping back to 27%.
