If an offensive player makes contact with a defender and the referee feels that that player was trying to draw a foul without attempting to make a legitimate basketball play(ie actually trying to make the shot), then the offensive player may be assessed a foul and his team will lose possession of the ball.

I think this is more aimed at the intentional foul thing? Like when players try to time the intentional foul with a half-court shot.
