This kitten has myotonia congenita or "fainting goat"
syndrome

They look quite different to me. The kittens with that syndrome are completely unable to move muscles because they lock up. This kitten is just derp mode when it gets surprised, but it still has functionality.
 
My nephew did that a week ago to his home garage. Fortunately no one was in front of him...

I think the one with bearded dragons has less severe form of it. See how it is standing all stiff and then suddenly falls on the side with his legs extended. He recovers faster and it is less dramatic then famous two kittens from youtube but still very similar. Just my speculation of course as I am unable to do full neurologic exam based on this short video;)
 
....my buddy tells a true story of a cat staring down a Western Diamondback rattler, with his nose this/close to the rattler....when the rattler strikes forward....and the cat jumped 6 feet back straight in the air! Now THAT would have been a you tube classic!

No syndrome at all. The cat get surprised and jumps...all cats do that. But look closely. The reason the kitten is yelping and can't stand/walk is that it's collar is wrapped around its leg.
