I'm trying to get some information about whether or not there is a cover in body for Freshman Football in Utah. The guy in charge of officials in the league my nephew plays in, coaches a team in the same league. I want to know how that isn't a conflict of interest and what can be done to change whatever policies may be in place. Any pertinent information would be much appreciated.
 
Isn't Freshman football just for experience really? I mean, there aren't playoffs or anything where winning or losing ultimately means anything right?

Be that as it may, a conflict is a conflict. There were at least 4 games this coaches team won based on bogus calls and that should not happen at any level. Multiple other teams were screwed over because of the connection between the coach and officials.

I guess winning championships doesn't have be the end game for this scenario to not be good. Maybe dude is trying to seem like a better coach than he is to move up rank a bit and be able to coach Varsity or whatever.

I'd just email one of the "president" officials listed here from UHSAA over whichever area your nephew is playing and they could probably point you in the right direction. I imagine they would know who is over the Freshman at least, maybe know the particular people involved in your nephew's situation, and whether they think it's an issue or not in general terms:
