If inclusiveness is really a goal, then I think the following should be considered:
(there'll be some repetition with others' ideas here... just emptying the noggin')

*wipe everybody's rep to zero
*If somebody negs another poster, then they also take a hit (something like 1/3rd of the negative value the negged poster receives is assigned to the poster who gives it). This would tamp down bickering through these channels somewhat. Plus, this idea is also interesting (this rep thing has always been a social experiment... at least make it more interesting, pls).
*remove seniority from the rep equation
*un-cap total rep
*leave in-place the limited number of reps someone can give over a defined window of time.
*make rep anonymous (many will still sign their rep messages, but it's nice to have the option to be anonymous)
*this may sound weird, but I think you should encourage everybody to change their screen names and avatars. I have my reasons for thinking this would help exfoliate things a little bit, but, seriously, just think about it. It creates a little extra work for the mods, but within a couple of days it'll be done.
*I like the idea of "likes" and "thanks" figuring into the rep equation. But, since "dislikes" can be given infinitely, I think they should not count. That'd cause a couple people to explode.

Over my dead body. Were you a mod back then? Assuming not, I can't tell you how many inter-personal conflicts we had to deal with because people would leave neg rep and sign someone else's name to it. It was horrible.

1. Do away with it. It's had its day.

but if you keep it... Leave it the way it has been except;

- MASSIVE penalty (wipe rep AND timeouts) for all involved in any neg rep party
- Rep points added to the account of the repper when pos repping a new user with an account 6mos or less old
- absolutely fix it for the app
- those in the red slightly cannot start threads

Basically find a way to "reward" posters for being around, being active, and creating a welcoming environment for new posters. I think we all want that. (Even when we don't act like it.)

OT: Those BIG in the red should be banned for 30 days and start their rep over. If when they come back they go into the red again. Banned for 6 months.... then perma.

For the record, our app is done by another company and, unfortunately, we're at their mercy for features. I've put in a request for reputation support but, for now, it only supports LIKE and THANK.

That's "dislike"able
 
If rep is anonymous have the option to click a button that "signs" the rep with the name of the person giving the rep. That way you can be sure the person is who they say they are.
 
Maybe add a feature that when someone gets to the rep cap (assuming there is one) they can turn in their RAP for a star or something over their username and start building it back up again.

Then once a year have a no holds barred rep war amongst people with stars where they destroy each other's stars until only one poster has a start left and they become the rep champion for that year.

You're on to something very good... but needs some tweaking.

Remove the cap is definitely the first thing that should be done. Me and Doctor Johnson having the same level of cap makes me look like a rep whore like One KKK right here. Also give authentic untouchability to essential posters of this forum like northcoloradofaq so that he can always be seen.
