I saw this, it wasn't a big hit. He was emotional after what was definitely a bad call, and bumped into the ref (seemingly accidentally) when trying to approach him and argue the call.

That said, you can't touch the ref, especially when you are arguing a call.
 
This occurred after the foul when Giannis semi-pushed off on driving to the basket.
If Rudy didn't aggressively run up to the ref he might have got away with it.

In his defense his arms are so long he touches everyone.
