I actually think that Shane Larkin will the pick at #14. He was the most athletic player at the combine and had the highest vertical leap of ANY player in the history of the combine (including LeBron James, but I don't know if there was an official combine in 2003 when he was drafted). What makes players like Russell Westbrook and Derrick Rose so difficult to deal with? Answer: their elite athleticism at the PG position. With his glowing performance at the combine coupled with him working out for the Jazz to rave reviews, I really do think that he will be the pick at #14. This would actually set the Jazz up perfectly with their next pick at #21. I would say for them to go big, as in Gorgui Dieng from Louisville, who is projected to be available. He is the type of player that the Jazz need at the reserve C position (defensive monster). Assuming that Kanter (PF skillset) and Favors (Center skillset) are the starting PF/C combination for the Jazz for years to come (duh, they were both the #3 overall pick in their respective drafts and both have shown tremendous potential to be incredible players), it would make sense to draft a young reserve defensive center to pair with Jeremy Evans as standout 1-2 defensive reserve unit at the PF/C positions. If I were then the Jazz, I would draft a reserve wing player with the #46 pick. I would choose Peyton Siva and reunite him with his college teammate Dieng. After all, they did just win the National Championship together.
Moving towards free agency then, I would re-sign Mo Williams, DeMarre Carroll, and Randy Foye. Let Millsap and Jefferson walk. You then go with this depth chart:
PG: Mo Williams, Shane Larkin, Peyton Siva
SG: Alec Burks, Randy Foye, Shane Larkin
SF: Gordon Hayward, DeMarre Carroll, Marvin Williams (injured)
PF: Enes Kanter, Jeremy Evans, Marvin Williams (injured)
C: Derrick Favors, Gorgui Dieg, Enes Kanter
That would be a REALLY YOUNG, but EXTREMELY TALENTED team. I would re-sign Mo Williams to a short term deal, as the PG position will be groomed for Larkin or Siva (sleeper pick in the 2nd round). Foye and Carroll should be retainable for relatively small contracts, and Marvin Williams will exercise his team option. He is injured, though, so look for Evans to receive a lot of playing time (finally). All those in favor of the youth movement? Well, this team would be the definition of a youth movement. The only players 30 or older on the team would be Mo Williams and Randy Foye. Everybody else is 27 or younger.
