It's down because of traffic. Was just announced on ESPN/Reddit that Hayward's site is where it's going to be uploaded. Caused a rush of traffic which made the site go down.

Puts the other teams at a disadvantage since they can't make certain moves. Mostly by not having him signed they can make other moves and trades since good salary isn't taking up space yet. Also it makes the announcement a bigger deal to give that team attention. There are plenty of reasons.
