Who said California leaving wouldn't devastate Utah? Utah isn't a very well-defined thing either by the way. I'm of the opinion that the jurisdictional borders like that and should follow the borders of water basins. You can shrink or expand Utah but a broken rectangle just shows that nobody put much thought into it.
In my opinion we should have a Utah that is basically Utah county north to the Montana border, and the other half of Utah and Idaho should be parts or other states. It makes a lot more sense economically and regionally.
St George could be part of the same state as Vegas, Boise could be with eastern Oregon, northern Idaho could be a state with Spokane and missoula. Add in western Wyoming to that too.
