There's no way that's standard procedure. I think it means Anai is out, and some of the staff will be rehired whereas others will also be let go.
A source very close to my father (who knows the insides of BYU Football) said that Anai was VERY nervous about this UTEP game. Basically, he knew that this bowl game could have been his last game. I don't think this guarantees that Anai is out, although it doesn't look good.
If BYU's offense had sucked, I think Anai could have cleaned out his office the next morning. But since the offense did look halfway decent the last few games, they may keep him around longer.
But I think the leash is short on many coaches, not just Anai.
There are several things at works right now in BYU. I promise you that I didn't get this stuff from an encounter at bestbuy. But it's stuff that my father has told me. And my dad's friend is very close to BYU.

It sounds right now that Anai is out, the WR coach is out, and the O-line coach is out. Chad Lewis has shown interest in coaching.... Perhaps the new WR coach?
From what I've been told, several things are going to be emphasized in the next few years:
#1 BYU doesn't want to stay independent. They want to joni a BCS conference. This isn't a surprise to anyone... But the main issue here is pressure. Bronco cannot afford to have any more years like these. He also cannot have very many more bonehead incidents, (like the QB situation), or so many problems with coaches. A change in all of this appeared after Hill was fired. Bronco noticeably took a larger role in his Football program.
#2 Recruiting. BYU realizes that they recruited some GREAT kids but aren't the most talented. An emphasis in talent is going to be made. True, you probably won't see them going Gary Crowton and recruiting kids who have no shot at meeting the HC standards. But also, BYU's coaches understand that they need to break free from this recruit farm kid mentality.
#3 Offense. BYU's offense stunk for most of the year this year. They want to get back to a wide open cutting edge offense like they've had for the better part of the past 3 decades. Anai, if fired for anything, will be fired for being too conservative.
Anyway, that's what I've heard. I'm not going to be arrogant and say that all of these things will happen. However, I can say that these issues are being discussed by those high up in BYU's Football hierarchy.
