Lower left hand part, behind some chick pushing a baby cart.
I think that's a decoy. I would say Waldo is a little above the steam engine. It looks like there you see all of the gear Waldo is carrying.

No, because as long he's not with the Jazz, we don't care enough to find out where Braille is.
