Of course he does but that doesn't mean we shouldn't knee-jerk and bitch about things we don't like and want changed.
If this really is about avoiding lawsuits then why isn't the city installing physical barriers along with this? I'd think it would be much easier to get sued after a young child fell off a platform and got killed than some idoit walking in front of a train. Those platforms are actually quite dangerous for parents with children and they should put up rails in the spots not designated for loading.
Slapping another law down is easier. I agree that it is stupid Franklin

I think the only legal way to keep people from suing you is to make them sign a waiver or form of TOS document.
If it turns out that, 6 or so months down the road, UTA cops aren't policing this new law, then I will concede the fact this move was only made to cover their asses for lawsuits. Until then, I'm going to retain my right to be cynical and assume that this is just another in a long line of ways for UTA to make a profit off of it's passengers.
I used Trax to commute every day for the past year, and the majority of incidents that I heard about or that directly affected my commute were collisions with vehicles, not people.
All we really need is a couple of concepts. Right of way goes to the train, no exceptions. And Franklin's handrails at the stations.
The distracted walking fines, like SLC idling ordinances, are do-gooder nannyism and will barely feed the "hall monitors" and personnel required to enforce them.
Still from an insurance agent's perspective, this is how insurance companies keep winning. Insure us at yesterday's mortality statistics while doing everything to make the government keep us from killing ourselves "by accident". If the insurance companies had their way, we'd all be living in plastic bubbles and never allowed to touch reality.

I have a big issue with insurance setting local laws but it's such an obvious point that a rant isn't worth the time. We've seen a lot of laws lately with the reasoning being "we had to make this law or we couldn't get an insurance policy".
We're seeing the same with the ACA right now. Obama was against the individual mandate during his campaign, saying it would only make the poor poorer. Then the insurance industry lined his pockets with $2.8mm and asked that he forced us to purchase their products. If you can't afford it then we should subsidize you. $2.8mm to force 30,000,000 people to buy your products was the best investment anyone has ever made.
Now the Supreme Court is considering knocking down the entire law to save the insurance industry. If they knock down the mandate only then the industry will be required to cover all the bad without getting the money and it will bankrupt them. Then we would be left with no option but the fully socialized one.

Saw this on the news. They have yet to give out a ticket for being distracted. So it may be just a hollow threat.
Another one of those laws that will only be enforced if the officer doesn't like you. What a great way to set up a civil society! Then if you're either confused or upset as to why this law is being enforced on you then the officer gets to tackle you and put his knee in the back of your neck.

My old stomping grounds is right on a trax station. I was there collecting rent and saw a girl, well, woman maybe 19, just loitering on the rails, like it was just fun to stand there to wait for the train.
No matter how good government can be, there is always going to be a certain idiocy in the populace.
We can hope the I gene will not perpetrate itself all we want, but it is probably the one thing that makes us human, as in distinguishable from machines. And it's the only excuse governance has.
