Everyone and their mother knew the Jazz would have a problem with Rubio, Favors and Rudy sharing the court. It's something that should have been addressed in the summer, and getting Jonas and Thabo to back-up Favors was never gonna be the solution, even with a healthy Joe Johnson.
Like or not, the Jazz got Rubio to be their starting PG this year and it's gonna stay that way, even if the Jazz are not playing to his strengths and he's not a great fit for this system nor playing remotely at his best. And Rudy is obviously not going to the bench despite being utter **** most of the time out there (and don't fool yourselves, he's been utter **** so far and that's his fault and no one else's, he's got easily the worst +/- on the team, he doesn't seem to give a damn, he's got terrible hands, no post moves, and right now he won't even show on pick and roll defense if that means going outside the restricted area). Something's gotta give, and it's got to be Favors, like it had to be all along. Snyder needs to bring him off the bench and DL needs to look for a starting PF that can stretch the floor, there's no other way around it.
