There wouldn't happen to be a D&D dice that you could get 27% with, is there? :P They've got some pretty crazy D & D dices that I remember.

It's been a LONG time, but... two ten sided dice can be used to be the equivalent of a 100 sided die. That is, assign die #1 to be the tens digit and die #2 to be the units digits. Then if your roll = less than 27, success!

I would not call Detroit a large market anymore. Their population is barely more than Memphis now. Not excited about Monroe or Knight? :)

Detroit's 11th in market size, at least according to this link. And no, Monroe and Knight are not guys to really get excited about.
