The coin toss is after the ping pong balls. If neither team jumps into the top three they flip a coin. They have the same number of ping pong balls if tied.

Coin toss is actually BEFORE the ping pong balls, IINM. It determines who gets the extra combination if there are an odd amount to split. Also determines the draft order if neither team wins one of the top-3 spots.
