About 2% of Oregon's population is black, not much more than Utah. Colorado, Washington and Arizona's black population as a percentage is a fraction of the national rate (3-4% vs. around 12% nationwide).
Utah was a slave state and not only a slave state, but mormons were brutal to the slaves. Brigham Young ordered extermination orders of local native Americans and they captured and sold the natives into slavery.

True. But a number of large corporations have left CA in the past decade. The LA area in particular was hit hard. Northern CA has been more resilient due to high tech.If CA were a country it would have the fifth largest economy in the world.

Actually, I think black people fled to the North, into Idaho, Wyoming and even Canada to escape Utah oppression.
