Where are you getting information that his license plate matched one from the robbery? The only thing about a license plate match I can find is about whether an audio of the police saying they were going to pull the car over matched the car. That was in an effort to prove the audio was valid. Nothing to do with a license plate from the robbery. The Snopes analysis seems to ignore the fact that the cop said he was pulling them over as a result of the armed robbery suspicion. That being the case it is pretty obvious that he approached the vehicle suspecting a weapon might be involved. The girlfriend claims on her video that the concealed carry had been discussed, but there is no proof that actually happened. Regardless, the cop is not going to be okay with the suspect reaching toward what appears to be a weapon. It looks very likely that the suspect did, in fact commit the robbery (evidence: he looks like the man in the convenience store picture, his license plate matched). For that reason even if he did have a permit to carry the weapon it's pretty much irrelevant because he never had the right to use it for criminal activity.
