The rule is this. Because AK had the ball inbounds and Martin was out of bounds the ruling should have been Jazz ball out of bounds with as much time on the clock as there was when Martin made contact with the ball. Its just like a player stepping out when touching the ball.

That's what I think (and said in the game thread): Jazz ball out of bounds with 0.9 seconds on the clock. Although the ref was standing right there, he missed the Martin swipe, probably because he was calling a tipped or bobbled ball (note that his arm is blocking his view). Sucks, but Jazz had their chances to win that game.
