It is, as given by this verse:

"And for the Jew, thee shall not shake his hand, or wrestle his body, as the spread of the cooties is most assured. And God is the most forgiving and merciful."

The Quran 8:12.

I agree, so unreasonable. In any way Olympic games are not the place for political or religious agendas. What this regular Jewish athlete has to do with Israel Palestine conflict? How not shaking his hand helps Palestine cause?

I actually read an interesting take on it from Israeli athletes and Olympians. Many of them viewed it in a positive light. This Egyptian Olympian was under immense pressure to not compete and by doing so but not shaking hands he was able to find a balance that most would not even look for. One even mentioned it probably had more to do with his own protection and his family protection than anything else.
